The Hershey Frame Shop has been in business since 1998, and was named after artist Samuel Hershey, Deborah Rulli's father. Hershey studied painting at the Pennsylvania Academy of Fine Arts and moved to Rockport in the 1930s, where he studied under Lester Stevens, Aldo T. Hibbard and ran the Sandy Bay Art School with another prominent Rockport artist, Stanley Woodward. Hershey made good use of the WPA era, painting murals in public buildings in Rockport and beyond. In 1947 Hershey took over the position of president for the Rockport Art Association, which he occupied for four years. After World War II, he taught painting and design at the Rhode Island School of Design until his retirement.

Ross Rulli and Debby Rulli run the shop with their son, Caleb, who acts as the shop manager. Ross attended the School of Visual Arts in New York City and Caleb has taken professional courses in framing, gilding, advanced mat design, architectural techniques, woodworking and carving. Debby does all of the bookkeeping and is an amateur photographer.
